Quagga update TODO list (Feature #302)

Spell updated to 0.99-20

This introduced an intentional GPG check failure. The tarball is signed with a current valid subkey that is not cross-certified.

TODO:

Continue to harp on upstream to fix the GPG issue
  Verify /etc/quagga stays volatile so as not to overwrite existing configs
  Introduce init scripts for each daemon
  Warn caster that a daemon without a config will not start
  Introduce config options detailed in Quagga documentation

In short this spell needs a lot of work. I may be requesting some help to get the init scripts right and ported to upstart/other inits, as well as verifying the volatility of /etc/quagga.
