We should update our official page regarding who is and is not a developer, and use that as the final rule as to who is and is not allowed to have whatever on the IRC channel. It'd be really cool if we could have a bot do it for us, so we only have to maintain one list, and the bot occasionally updates the channel. Maybe we'll get around to a bot eventually, but a page that's easy to find and potentially easy for a machine to digest.
